Abstract
It was clear that Zambia is not significantly accessing a fair share of mining revenue for sustainable development from current mining activity in the country. JCTR acknowledged the challenges of revenue mobilisation for sustainable development in Zambia. It is a fact that the then current development challenges required vast human and financial resources. JCTR was however dismayed by government’s failure to account for mining output in the country against the backdrop of over hundred years of mining activity in Zambia. This is evidenced by the then current KCM - Vedanta Resources debacle. It was symptomatic of general mining activity in the country. JCTR was however, cognisant of the fact that capacity as a nation to monitor mining activity was significantly eroded during the privatisation process of the mines in the 1990s. Since then the country is believed to have lost the opportunity to progressively improve output calibration of the mines by quantity and mineral type.
Description
The statement is about the need for improved monitoring of the KCM contributions from their profits considering the common exaggeration of mines' cost of operations by several mines. It talks about put in place measures to insure efficient revenue collection from the mine.
