Terms of Reference: Consultancy for Research and Report Writing on the Efficacy of Policy and Legal Frameworks on Climate Change and Environmental Protection in Zambia

This study aims to evaluate the efficacy of Zambia’s policy and legal frameworks on climate change and environmental protection. Despite the existence of various policies, including the National Policy on Climate Change (2016), Environmental Management Act, Forestry Act, and Renewable Energy Policy, challenges persist in their implementation and enforcement. The research will assess the effectiveness of these frameworks in fostering climate resilience, sustainable resource management, and compliance with international commitments such as the Paris Agreement. Through a combination of literature review, policy analysis, and stakeholder engagement, the study will identify gaps and propose evidence-based recommendations for strengthening policy enforcement and enhancing community adaptation strategies. The findings will contribute to JCTR’s advocacy efforts in ensuring that rights holders have access to climate adaptation skills and environmental management resources. The final report will serve as a valuable resource for policymakers, researchers, civil society organisations, and development partners working towards a more sustainable and climate-resilient Zambia.
