It is truly a minimum, excluding additional everyday costs such as education, transport, healthcare and clothing. This brochure is aimed at raising awareness of the JCTR Basic Needs Basket within Government and the Civil Service. The government and civil service is the author, the guardians and the implementers of policies which should benefit those you serve - the Zambian people.en
