The Jesuit Centre for Theological Reflection (JCTR) believes that the Constituency Development Fund (CDF), if implemented in a transparent and accountable manner and prioritizing community participation, can change many lives and livelihoods. In a bid to enhance transparency, accountability and community participation, JCTR trained forty (40) monitors across four (4) constituencies (Chisamba, Kasama, Livingstone and Masaiti). The role of the trained monitors is to collect data pertaining to how the 2022 CDF was implemented, which data will enable JCTR to critically assess this implementation in the light of transparency, accountability and community participation.en
